In the PySpark client, {{pyspark.InheritableThread}} and
{{pyspark.inheritable_thread_target}} run a function in a thread that inherits
the thread-local state of the session of the parent thread, such as its job
tags, so that {{spark.interruptTag}} of a tag of the parent interrupts the jobs
of the thread too.
The Rust-backed Python client has neither: {{from pyspark import
InheritableThread}} raises an {{ImportError}}. Add them as PySpark does.
