Add a native LinearSVC estimator and fitted model using the Spark Connect ML
Fit command and cached model object reference. Expose all 13 constructor
parameter setters in Rust and the Python binding. Validate actual binary
predictions, reversed-label fits, sample weights, threshold overrides, invalid
training data and session isolation against Spark 4.3.0 and official PySpark.
