Some of our current documentation pages are hard to navigate because they're
really long. To help remedy this, I think that we should use some Javascript
to add an affixed table of contents, similar to the Bootstrap 3 docs.
I think that we should also imitate their "hover for an anchor link icon"
feature to make it easier for people to deep-link to specific sections of the
doc without having to open the page source to find the anchors.
