Description: This is an umbrella ticket for tracking non-content changes to
the Spark documentation, such as changes to the CSS + JS of our documentation,
improvements to the navigation, syntax highlighting, etc. (was: Some of our
current documentation pages are hard to navigate because they're really long.
To help remedy this, I think that we should use some Javascript to add an
affixed table of contents, similar to the Bootstrap 3 docs.
I think that we should also imitate their "hover for an anchor link icon"
feature to make it easier for people to deep-link to specific sections of the
doc without having to open the page source to find the anchors.)
