Summary: The UI and DynamicAllocation will be wrong when event
number > 10000

When the event number > 10000, the excess events will lost, and the listeners'
information will be wrong. So it will cause the UI, HistoryEventLog and other
information be wrong.
What needs special attention is ExecutorAllocationListener, if the events lost,
the dynamic function will be a problem and affects the following job process.
