[~srowen] I think these organizational JIRAs are very valuable for coordinating
with the community. While you're correct that not all subtasks are always
finished in time, these provide one-stop-shops for people to figure out how
they can help during the QA period. If we had not created these for ML last
release, we would certainly have had poorer test, documentation, and Python API
coverage.
It might be possible to eliminate some umbrellas by being more careful about
tagging, and simply providing pre-defined searches instead of umbrella JIRAs.
That could be fine too.
Our current workflow is to try to complete the subtasks and then to shift them
to the next release's umbrella if they are not completed.
