Tests in RateControllerSuite runs with 1 second batch, takes almost 10 seconds
for the whole test suite. If we reduce the batch interval to 100 ms, then the
test " multiple publish rates reach receivers" becomes flaky as multiple rates
updates may get applied before the rate is polled.
