At times a kryo serializer may depend on external settings to create the
serializer. Today an environment variable or system property is the only way
to make such a setting accessible to the KryoRegistrator instance.
Since these are global settings for the environment it is more desirable to be
able to get the settings from the SparkConf which can be tweaked per spark
application.
