[~bryanc] Thanks for your effort on this issue.
The items you listed is beyond the initial purpose of this issue, but it
valuable.
I agree you fix the gap between the Python API and Scala one in the first step
which does not need to make changes to the Scala API. After that you can make
improvements for the StreamingLogisticRegressionWithSGD in another JIRA.
(Please feel free to open new JIRA to track what you propose)
