Summary: Turn on executor level blacklisting by default (was: Turn on host
level blacklisting by default)
I changed this to "executor level blacklisting" from "host level blacklisting",
since we decided not to merge the PR for host level blacklisting, and my
understanding is that [~pwendell]'s intention was to enable the blacklisting
that exists
