On my machine (Win7, JDK 8, Polish locale), the test "format_number /
FormatNumber" in
sql/catalyst/srtc/test/scala/org/apache/spark/sql/catalyst/expressions/StringExpressionsSuite.scala
fails, because FormatNumber produces "4,000" instead of expected (and correct)
4.000."
