To make the discussions more manageable, shall split the design document into
smaller docs each targeted at specific area and have a separate jira associated
with each.
As this is an umbrella JIRA, will retain the first 3 sections in the posted
document which contains motivation, competitive overview, results of some
experiments for setting the stage.
