The general idea of bubbling the pressure upstream rather than putting brakes 
on entire topology is actually not dependent on the new design, although in 
this document I discuss it within the context of the new design (diagrams etc)
 
Not totally sure how challenging it *may* be to accomplish this withing the 
current disruptor based queueing.... given the complexity of using disruptor 
combined with the issue of excessive queues discussed towards the end of the 
doc for STORM-2284.
