I just added link for design doc. The link is a google doc so that it is easier
to comment from anyone. I may convert it to wiki page once it gets reviewed and
stabilized.
Please let me know if we would want to start with wiki page.
The design doc doesn't contain how to incorporate such design to current Storm
codebase. I would want to address the ideas, defects, concerns of design first,
and investigate how to apply the design to the codebase.
