Every 10 seconds, we have the following INFO-level line of log:
2023-10-01 08:02:01.607 o.a.s.s.b.BlacklistScheduler timer [INFO]
Supervisors [] are blacklisted.
I propose to change current behavior to only print the list of blocklisted
supervisors only if there is at least one which is blocklisted (to use a more
neutral wording than "blacklisted").
