Cleans up `RELEASING.md`:
- **Fold the duplicate announce steps.** The "Releasing if the vote
succeeds" list announced the release in both step 6 (recipients + the
@apache.org-email requirement) and step 11 (the announcement template). These
are merged into the final step, and the list is renumbered to 1–10.
- **Anchor-based cross-references.** Replaced brittle numeric references
("steps 4, 5 and 8 … from Step 6", "the distribution created from step 2") with
descriptive internal `<a id="…">` anchors, so future insertions/removals no
longer break them.
- **master-version reminder.** Added a "don't forget" note to bump `master`
to the next development (`-SNAPSHOT`) version after a release cut from a
release branch.
Docs-only; no process change.
