## What changes were proposed in this pull request
Issue Number: close #1793

This pull request proposed to modify the pull reuqest template to describe
the pull request information more clearly. Meanwhile, a new workflow called
pull-request-robot has been added to make it easier for committers to find PRs
in domains they are familiar with when reviewing.
