## What changes were proposed in this pull request
When the job checkpoint fails, the alter policy is set to send more than 6
times within 1 min
Assume that for some reason, the job only fails two or three times within 1
min, and then recovers to normal
After 2 minutes or longer, the program really has a problem. At this time,
the alert will no longer take effect
