Ensure the Shortcuts help menu renders its UI template correctly.
## Description
**Current behavior**
The Shortcuts help menu displays unresolved template placeholders such as
`{{page}}` in shortcut descriptions.
**Expected behavior**
The menu should display the resolved shortcut descriptions instead of
template placeholders.
