I also modified the notification scheme to remove the reporter of a
ticket. Will add him back in a few minutes.

Removed Eelco Cramer from watcher list, it seems that it is causing a JIRA
infinite loop in sending mail and putting new comments.

The property tag uses HTML escaping by default. According to the javadoc of the
PropertyTag#shouldEscape() method is should only escape when the property tag
has a body and the escape property is not set or when the escape property is
set to true.
BTW: the behaviour is documented differently in the taglib documenation on the
website and in the class javadoc.
