WebWork's WW-1288
Can't seems to find this in Struts2 jira so I added this, there's a request to
basically have a flush attribute for the action tag cuase it is causing some
exception (although being swallowed) for Jen.
Essentially, the exception is already swallowed, but disabling flush avoids the
exception altogether
