OK, seems like this issue is specific to Tomcat 5.0.28 / JDK 1.5 and already
documented:

The solution seems to be to provide xalan.jar and serializer.jar to
common/endorsed directory of
Tomcat.
Nothing to fix on the XWork / Struts side.
