The CLA is on file now, so I've given Normann access to the Struts
Documentation space.
There are a number of changes that can't be made from the wiki since they are
pulled in from the JavaDocs, so a committer will still have to handle those.
We do have a page as to the documentation style guide.

Although, most of the documentation precedes the style guide. Most of the
documentation was written over a span of years by many different volunteers.
