The ajax-theme div tag has a 'delay' parameter: in previous versions of
Struts, including a 'delay' value would delay the div from fetching its content
for the specified number of milliseconds (or delay forever if the value was -1).
Since 2.0.6 it appears that any value of 'delay' is ignored.
