I guess the only way of making this work would be, give a request to 
${context}/struts/${path}, check if  ${path} exists in the classpath and write 
to the output. That would enable to overwrite struts' static resources. A flag 
could be added to enable this behavior. 

Only a couple of javascript files could be overwritten, is it worth it?
