Confluence: large part of documentation not reachable

many confluence pages have problems (for about a week now).
For example: http://struts.apache.org/2.x/docs/label.html
Sections "Description", "Parameters" and "Examples" display the following text
only:
An error occurred: Connection refused. The system administrator has been
notified.
This seems to be the case for all struts-tags!!
