Yes, the archive is sitting at:
http://svn.apache.org/repos/asf/struts/archive/
This directory has no tags or branches and simply serves the purpose of moving
files out from under 'current' which, as you know, pulls in s1, s2, and friends
(via svn:externals).
Every unused folder moved out from under s1, s2, translates to less traffic and
less disk space for everyone.
