Fix For: 2.1.0
The zero config code (ClasspathConfigurationProvider and associated
annotations) should be moved into the codebehind plugin, since they are two
sides of the same coin. This will also make it easier for a plugin to create a
whole new zero config style without worrying about conflicting with core.
Finally, it will allow core to get rid of more "experimental" code and provide
a better environment for the zero config to get more attention.
