Toby contributed it to Open Symphony. We have a CLA on file for Open Symphony
and for Toby, and the code is under a compatible license.
AFAIK, the issue would be that if we didn't have a CLA on file for either Toby
or Open Symphony, then we'd have to add a copyright notice to the NOTICES file,
so that we would be in accord with a license that specified attribution, and
also in accord with copyright laws. But, since we have CLAs from everyone, and
it seems below the threshold of the incubator, I'd say apply it and move on.
