Struts 2 needs a rest plugin that makes building REST applications easier and
more feature-rich. This ticket basically involves moving the plugin from the
sandbox to trunk. It already has unit tests (though needs more), an example
webapp (to be better integrated into our apps dir), and documentation (to be
integrated into official docs).
