The documentation for the "head" tag seems incomplete:
http://struts.apache.org/2.x/docs/head.html
The description says only:
"Renders parts of the HEAD section for an HTML file. Encoding can be set using
this tag."
There's no information about _how_ to set encoding using this tag.
The list of attributes looks suspicioously unlikely - the HEAD section of HTML
file (which this tag is about as the description states) isn't rendered on the
page, so many listed attributes don't make any sense:
