Currently Struts Annotations uses the group ID freemarker and struts2 uses the
group ID org.freemarker for pulling in freemarker libraries, this results in
two different freemarker jars being included in the maven build and run paths.
The attached patch brings struts annotations in line with Struts 2 and updates
the freemarker library version to 2.3.11.
