As far as I know this is still an issue.
Conditions, use a JSP based sitemesh decorator that makes use of the
ww:action
(s:action in this case) tag.
If the action that is being included by that tag is a result type jsp,
everything is good. If the action being included via s:action rendering order
is not predictable.
