The struts-tags.tld file is generated based on annotations placed on the class
files for each tag in the library. I have updated the annotations processor
that is part of the struts-annotations project to fix the problem this JIRA
ticket mentions. Fix was committed in SVN revision 666109.
I'm not familiar with the process of creating a new Struts annotations build
and getting it into Maven so that the Struts 2 build process can reference it.
I'll leave that step for someone else to finish so that this ticket can be
closed.
