I'm not sure where the tag you used comes from (very confusing!), but actually 
this only a tagged version and not the working branch. The 2.0 working branch, 
which will in the next XWork 2.0 release, is
https://svn.opensymphony.com/svn/xwork/branches/2.0/
Feel free to check whether a clean ckeckout of this location passes the tests. 
Actually I can confirm that it passes the tests here on my machine.
