formfile.getFileData() returns some byte array data even uploading a empty

I am new to Struts. i don't know whether it is bug or not.
The Problem is that, when i upload a empty .csv file, i am getting some byte
Array Details when call formfile.getFileData();
method. how it happens like this. please kindly help me.
