This bug is the same as WW-2435. The fix needs to be applied on the 2.0.x 
branch.

<s:set> tag body is not evaluated, WW-1768 forgot to override useBody method to 
return true.

Could you please move ahead and apply the patch that was used in the trunk to 
the 2.0.x branch?
