The patch looks good, but I'd also like to see a unit test to make sure we can
preserve the behavior in the future. I am looking at
org.apache.struts2.views.jsp.URLTagTest and thinking that would be the best
place for it to go. I started to try to make one myself, but it is late in my
TZ and I need to get some rest. If you can whip up a unit test, I'll get this
applied pretty quick. The existing unit tests all pass with your patch applied,
so it seems that your patch is good, we just need to add one to verify your
intended behavior. Thanks!
