There is no process to generate wiki pages, the pages have to be created,
AFAICT manually. The automated part you were thinking of is the snippet plugin
for confluence. There is some info here -

For this, basically, someone needs to create a page for inputtransferselect in
confluence and point the page to the snippets in the
struts/struts2/core/src/main/java/org/apache/struts2/components/InputTransferSelect.java
javadoc. The page for the tag should be easy enough to create, but links also
need to be added to it from the Tag reference page, and any other page that
should point to it.
