I'm marking this as 'Won't Fix,' but you should be able to do what you want
with the plugin I just made. Try it out here and give me feedback -

I had to make changes to struts2-core, so you'll have to try it against a
recent snapshot build. Once we sort out the confluence issues, I should be able
to release Struts 2.1.7, which will include the changes to support this plugin.
