If i use the conventions plugin and StrutsPrepareAndExecuteFilter to configure
my app, the "actionPackages" init-param seems to be ignored for good. I want to
specify the packages scanned for actions by hand, rather than to relay on the
default to name my actionpackages to "actions" or sthg. after a lot of messing
