Yes, I initially submitted this via email to get a feel for whether or not 
upstream considered this a vulnerability or not (it seemed questionable to me, 
but I'm far from an expert).  I can ask the SUSE folks who pushed the update 
for their struts package to weigh in here if they have additional details that 
I've missed.
