Because of changes to the struts-master, the 'site' for the various modules is
not generated during the release build. This means when the assembly is run to
zip up the docs, many pieces are missing (that would have been in the zip in
previous struts builds). In addition, since we moved to a wget mirroring of the
wiki, if the build is run on *nix, it generates filenames that are invalid on
windows systems, rendering the zip impossible to unzip on windows machines.
