I have exactly the same problem in 2.1.8.1.
My configuration :
* Java 1.6.17
* Struts 2.1.8.1
* Spring 3.0.3 + Spring Security 3.0.3
When the page containing the tabbedPanel load and load the first tab which
contain tiles. The first tab is not containing tiles template (all
<tiles:insertAttribute> & <tiles:insertDefinition> are empty) but when I
explicitly click to load. Everything goes on.
