Subversion trunk already lists this dependency in the pom.xml for building the
gxp plugin.
Accordion to the subversion log, there never was a resources directory, even
when the code was in sandbox. I extracted struts-plugin.xml from the 17/Dec/09
zip file attached to WW-2754 and checked it in.
