Access to valuestack in JSP 2.1

Using JSP 2.1, it's possible to plug in a customer ELResolver that would eg use
the valuestack.
I don't find that option back in
http://struts.apache.org/2.2.3.1/docs/access-to-valuestack-from-jsps.html
Shouldn't struts (or a struts-jsp plugin) include such an elresolver ?
