Please provide a description of what your issue is, and when it occurs. So far
it is impossible to understand your report.
Also - just a detail - your reported version numbers seem odd to me. In the
environment entry, you state "struts 2.3.1" while in the description you are
referencing "struts2-tiles-plugin-2.2.3.1.jar". Please make sure you have
consistent versions in place. The use of Struts 2.2.x is strongly discouraged.
Please upgrade to latest Struts 2.3.1.2 (by the time of writing this)
