I see the problem, and we may want to rethink whether we would want to switch 
default so that skipAssembly is true unless you define otherwise (which is easy 
to document for release managers).

However, the phase package is absolutely correct and we would never want to 
move this step to the release phase. How would you prepare a local build 
including docs without releasing or even installing then?
