Currently labelposition attribute is useless for <s:form> tag. This patch will
propagate <s:form> labelposition to form elements in xhtml/css_xhtml themes. So
if you want to define labelposition for all form elements there is no need to
set it on each and every element of this form. The labelposition attribute
value in concrete form element will take precedence over form labelposition
value.
