Loading the webpage will show several "?" characters. Inspecting the page will
reveal the response header content type is ISO-8859-1.
Stop the server, edit pom.xml to use Struts version 2.3.16, and restart the app
server. The "?" characters will be replaced with the correct UTF-8 characters.
Inspecting the page will show the response header content type is UTF-8.
